Description of Job

The Work Unit :
The Colorado Department of Public Health and Environment serves Coloradans by providing high-quality, cost-effective public health and environmental protection services that promote healthy people in healthy places. Staff members focus on evidence-based best practices in the public health and environmental fields and play a critical role in educating people in Colorado so they can make informed choices. In addition to maintaining and enhancing our core programs, the department continues to identify and respond to emerging issues affecting Colorado's public and environmental health.

The Air Pollution Control Division (APCD) oversees the development and implementation of Colorado’s overall air quality program. APCD consists of: Mobile Sources Program (MSP); Technical Services Program (TSP); Air Toxics and Ozone Precursors Program; Regulatory Affairs which is comprised of the Planning and Policy Program and Innovations in Planning Program, and Compliance and Enforcement Program(CEP); the Stationary Source Program which is comprised of the Oil and Gas Program (O&G); Indoor Environment Program (IEP) and Stationary Source Permitting Programs (Permitting); Community and Partnership Program, Air Quality Policy Program and Business Operations (data, fiscal, personnel, records, contracting, supporting the two enterprise boards, and performance management).

What You Will Be Doing :
This position works closely with the Division and Deputy Director for Business Operations in setting the overall strategic direction for APCD. The position provides leadership and oversees the Community and Partnership program and the Air Quality Policy program by providing strategic direction, guidance and management. This position serves as a leader in developing Colorado’s air quality policies and regulations. The position coordinates with program managers within APCD to develop and implement strategic goals and priorities for the various programs. This includes serving as a thought partner to develop specific strategies and identify tactics to ensure successful progress towards specific goals and outcomes, including but not limited to: long-term vision, issues of execution, areas for operational improvement, internal and external communications, and stakeholder management. The position also assists in the facilitation of communicating context to leaders and teams within the division so that they are empowered to make good decisions and solve problems at their level. The position oversees APCD’s engagement with the Attorney General’s Office, and provides strategic direction in connection with the various legislative, legal issues and risk facing the division. The position may serve as a lead spokesperson for the division in a variety of forums, or as necessary with Colorado Legislative Committees or other purposes. Liaises with federal, state, and local environmental protection and public health programs, environmental and public health coalitions and stakeholders, the Colorado Energy Office, the Attorney General's Office (AGO), Colorado Department of Transportation, Colorado Department of Natural Resources, the General Assembly, Governor’s Office, the regulated community and other partners and stakeholders. Policy work informs regulatory and compliance programming as well as voluntary programs, education and outreach, and information and behavioral change campaigns to reduce air pollution that results from individual choices and behaviors. Working with the Division Director, the Planning and Policy Program, and other programs within the division, the position oversees the development and proposal of new or modified regulations related to Colorado’s air quality program, to the Air Quality Control Commission (AQCC) for adoption.

Job Duties
Division Strategic Support
This position makes time, information and decision-making more effective by supporting division leadership and ensuring there is a cohesive plan that is communicated and all teams are aligned in implementation. The position assists the Division Director and Division leadership by:
  • Engaging in division leadership discussions (such as team meetings, one-on-ones, ad hoc meetings, standing meetings) with the Division Director’s senior leadership team, program managers and other staff as appropriate.
  • Tracking and project management of major deliverables and implementation timelines to ensure timely execution of division obligations; when this position sees positions are not on-track and have challenges, this position alerts the Division Director and assists the Division Director and Deputy Directors and lead senior manager (TSP Manager, ATOP Manager, MSP Manager or the COS in their role over the Community and Partnership Program or the Air Quality Policy Program) to get back on track
  • Serving as a partner and advisor to the division director and division senior leadership to manage or resolve complex air pollution control and climate change topics, identify work to be delegated or delayed, resolve intra-division conflict, and ensure leadership is moving the teams through the near-term demands in a manner that supports near-term and long-term goals, including the transparent, person-led, solution-oriented culture as envisions by the Division Director.
  • Reviewing, developing and/or overseeing tracking of division deliverables and progress on deliverables in addition to or on behalf of the Division Director or Deputy Directors for completeness, accuracy and quality.
  • When assigned by the Division Director, leads special projects such as: researching other state practices, reviewing and updating division standard operating procedures, assessing regulatory and non-regulatory solutions,
  • Apply Advanced Evaluations needed, partner with subject matter experts to apply statistical, economic, and similar forms of evaluation to ensure the public health and environmental benefit to unit cost is ascertained so the program can explain the efforts to outcomes objectively.
Organizational Coordination and Special Projects
The position assists the Division Director and Division leadership by:
  • When assigned by the Division Director, leads special projects such as: researching other state practices, reviewing and updating division standard operating procedures, assessing regulatory and non-regulatory solutions,
  • Engaging the Attorney General’s Office to discuss legal strategies and receive advice in the design of new air pollution control and air quality solutions, and drafting amendments to legislation. The special projects may require that the COS represent the division, facilitate or negotiate compromises, liaise or defend the division with a variety of stakeholders and partners (federal, state, state boards/commissions, local, elected, community based) or speaking in a variety of settings such as community events, before boards, or before the legislature. The duration of the projects may vary from short-term representation on a work group, to a single town hall, or an on-going seat on a board. As appropriate, this work may be delegated to staff in the two programs reporting to the COS.
  • Manage responses and strategic resolution of legal matters, suits, risk and inquiries, in coordination with Attorney General’s Office and program management.
  • Reviewing division deliverables and progress on deliverables in addition to or on behalf of the Division Director or Deputy Directors for completeness, accuracy and quality.
  • When assigned by the Division Director, leads special projects such as: researching other state practices, reviewing and updating division standard operating procedures, assessing regulatory and non-regulatory solutions, engaging the Attorney General’s Office to discuss legal strategies and receive advice in the design of new air pollution control and air quality solutions, and drafting amendments to legislation.
  • When required, represents the division, facilitates or negotiates compromises, liaise or defends the division with a variety of stakeholders and partners (federal, state, state boards/commissions, local, elected, community based) or speaking in a variety of settings such as community events, before boards, or before the legislature. The duration of the projects may vary from short-term representation on a work group, to a single town hall, or an on-going seat on a board. As appropriate, this work may be delegated to staff in the two programs reporting to the COS.
  • Partnering closely and teaming with the Division Deputy Director over Business Operations to understand organizational development, process improvement, and business plans so these lines of activity are aligned with and support the division’s Wildly Important Goals (WIGs), near-term statutory and regulatory directives, and the division’s strategic plan. The COS and Deputy Division Director for Business Operations engage the Regulatory Affairs Innovation in Planning team, Data Modernization Team and Air Quality Policy team to improve division nimbleness and effectiveness, as well as manage the many activities occurring within the division. This facilitates the COS to:
    • support the Division's senior leadership
    • assists the COS with managing the programs across the division that report to the COS position
Supervision and Oversight
  • Broadly oversee and manage the Community & Partnership programs and Air Quality Policy Program as well as specialized programs which may be assigned, such as the Love My Air Program
  • Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.
  • Establish work schedules, review and approve work time and absences using the automated system.
  • Identify training and developmental needs, and provide training to develop skills.
  • Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations.
  • Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances; issue corrective actions and initiate discipline as needed.
  • Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms. Initiate the hiring process, provide subject matter expertise to OHR during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority.

  • Maintain up-to-date knowledge of Department and Statewide policies and procedures.

Ten years of professional experience in Atmospheric Science, Biology, Chemistry, Environmental Science, Geology, Chemical, Mechanical, Environmental Engineering or other Engineering, Law, Management or similar field of study or an occupational field related to the work assigned to the position, two of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

OR:

Option 2: Minimum Qualification

Bachelor's degree from an accredited institution in Atmospheric Science, Biology, Chemistry, Environmental Science, Geology, Chemical, Mechanical, Environmental Engineering or other Engineering, Law, Management or a field of study closely related to the work assignment.
AND
Six years of professional experience in Atmospheric Science, Biology, Chemistry, Environmental Science, Geology, Chemical, Mechanical, Environmental Engineering or other Engineering, Law, Management or an occupational field related to the work assigned to the position, two of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

OR:

Option 3: Advanced Education

Master's degree from an accredited institution in Atmospheric Science, Biology, Chemistry, Environmental Science, Geology, Chemical, Mechanical, Environmental Engineering or other Engineering, Law, Management or a field of study closely related to the work assignment.
AND
Four years of professional experience in Atmospheric Science, Biology, Chemistry, Environmental Science, Geology, Chemical, Mechanical, Environmental Engineering or other Engineering, Law, Management or an occupational field related to the work assigned to the position, two of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.

CONDITIONS OF EMPLOYMENT :
  • Travel approximately up to 3 times a year
