Job Description

Currently, we are looking for a Full-Time District Project Coordinator (DPC) for the Honolulu District.

The DPC will be working in support of the Federal Aviation Administration’s portion of the Bipartisan Infrastructure Law (BIL) and reimbursable programs (including those arising from Airport Improvement Program (AIP) appropriations and other directly funded reimbursable projects).

This position is full-time and on-site in Honolulu. It also requires at least ten years of project work with the FAA or a Bachelor's degree in a discipline specializing in project coordination and oversight activities related to new construction or installation, restoration, service life extension, demolition/removal, and refurbishment of FAA facilities. For example, Project Management, Engineering, Building and Construction Management, or Strategic Management.

Position Description:

The DPC will support the AJW-213 PMO and the Honolulu District Manager in development, transition, and implementation activities.

The DPC must perform duties to provide program management, program/financial management, independent cost analysis, and support services to ATO for the Honolulu service area, including professional services for project coordination, resource management, business management, communications, operations, and integration, and management analysis. The DPC will work closely with Tech Services Program Managers (NPMs) and other teams to effectively identify, coordinate and integrate activities within the district.

Program Management Support:

  • The DPC must provide expertise in cross-programmatic planning and coordination of implementation and operational activities.
  • The DPC must provide resources to work closely with and enhance the current project support entities within Planning and Requirements Groups (PRG), Engineering Services (ES), Technical Services (TS), System Support Centers (SSCs), and the districts.
  • The DPC resources are expected to serve the entire District and its Air Traffic Services Community and will serve as the joint liaison between the District Office/SSC (ATS and AJW), Engineering Services, PRG, Headquarters program offices, local Airport District Office personnel, and local commercial airport entities.

Management Analysis:

  • The integrated coordination of activities within the districts is absolutely critical. This requires a formal integrated program/project coordination presence within the geographical field locations at the district level.
  • The DPC will be a trusted third-party agent who provides expertise in cross-management planning and coordination of implementation activities and operational activities throughout the district.
  • The DPC will work closely with and enhance the current project support entities within Planning and Requirements Groups (PRG), Engineering Services (ES), Technical Services (TS), System Support Centers (SSCs), and the districts.
  • The DPC will serve the entire District and its Air Traffic Services Community. The DPC will be a NAS Program and Operations Subject Matter Expert (SME) and the joint liaison between the District Office/SSC (ATS and AJW), Engineering Services, PRG, Headquarters program offices, local Airport District Office personnel, and local commercial airport entities.
  • The DPC will actively advocate for the coordination, integration, and planning of all projects and programs within the district.
  • The DPC will use the FAA project management system and tools (e.g., Corporate Work Plan [CWP]) to identify, coordinate and track implementation activities at the district level.
  • The DPC requires strong analytical and critical thinking capabilities with demonstrated ability to compile, assess and analyze large volumes of data from multiple sources (including operational, project, administrative, etc.) to identify key coordination and integration requirements.
  • The DPC will work closely with Tech Services NAS Program Managers (NPMs) and PRG Portfolio Management and Integration (PMI) teams to effectively identify, coordinate and integrate activities within the district.
  • The DPC will need to reside in or near the district boundaries to facilitate the integration of work activities within the community of responsibility.
  • The DPC must provide management services that ensure all technical efforts' quality, timeliness, and cost efficiency.

Serve as FAA/Airspace District point of contact on project implementation and coordination-related issues:

  • Serve as the primary FAA point of contact for the District, SSCs, TSOGs, PRG, AT Management, and ES on project-related issues.
  • Assist with project coordination and communication efforts.
  • Serve as liaison for District with the local airport authorities and FAA Airport District Offices (ADOs).
  • Participate in high-visibility or key FAA Stakeholder meetings in support of the district.
  • Help all stakeholders speak with ‘One FAA Voice.’
  • Provide an operational overview to all Stakeholders on all District implementation activities.

Facilitate/Coordinate operational and project implementation efforts at the District Level to maximize efficiency and resource utilization:

  • Maintain an integrated/coordinated FAA Airspace District.
  • Project plan including program/project implementation activities, operational activities, airport activities, plans, etc.
  • Coordinate project milestones, constraints, solutions, and status of active and future high-visibility projects at the district level.
  • Compile, assess, and analyze large data sets from various sources to identify coordination requirements, impacts, solutions, and recommendations.
  • Participate in or lead efforts to align FAA resources at the District Level to maximum efficiencies.

Minimize project implementation impacts on NAS operations:

  • Improve coordination and information sharing among all FAA stakeholders including, but not limited to, PRG (PMI, PIMs, Planners, Requirements, Resource Planners, EOSH) ES (Lead Engineers, PIPOCs), TSOG (NPMs/NIMs, Ops Engineers), and SSCM/SSC Coordinators.
  • Anticipate and plan for contingencies for project issues during design, construction, and implementation that may adversely affect NAS operations.
  • Actively explore District initiated ideas and suggestions that improve NAS and Airspace safety and efficiency.
  • Support the development of Operational Risk Management (ORM) documentation and plans.

Strengthen relationship of all FAA participants and stakeholders within the Airspace Districts:

  • Ensure effective communication among stakeholders.
  • Establish a trustworthy relationship with district personnel and stakeholders.
  • Solicit customer feedback for improvements.
  • Participate in FAA stakeholder functions/meetings such as quarterly, weekly, monthly, key stakeholders, and key projects.

EDUCATION

Bachelor's degree in a discipline that specializes in project coordination and oversight activities. 15 years of specialized FAA experience specific to this position may be substituted for education. Specialized experience includes the construction, installation, restoration, service life extension, demolition, removal, or refurbishment of FAA facilities and is highly desirable. Experience in the areas of project, building, construction, or strategic management may be acceptable if the education requirement is not met.

Excellent

Minimum 15 years of FAA experience related to the construction, installation, restoration, service life extension, demolition, removal or refurbishment of FAA facilities.

Very Good

Minimum 10 years non-FAA experience related to the construction, installation, restoration, service life extension, demolition, removal or refurbishment of aviation-related facilities.

Satisfactory

Minimum 10 years non-FAA experience related to the construction, installation, restoration, service life extension, demolition, removal or refurbishment of non-aviation-related facilities.

Unacceptable

Less than 10 years of experience working on FAA or non-FAA projects related to new construction or installation, restoration, service life extension, demolition, removal or refurbishment of non-FAA or non-aviation-related facilities.

  • The DPC must adhere to all Occupational Safety and Health Administration (OSHA) requirements, all FAA occupational safety programs and requirements as outlined in the List of Applicable Documents, all taxation laws, and all applicable federal, state, and local government codes, statutes, laws, and regulations (including the obtaining of any required permits). Requirements may include but not be limited to project coordination and oversight activities related to new construction or installation, restoration, service life extension, demolition/removal, and refurbishment. Projects may originate within the FAA, such as from the Corporate Work Plan (CWP), or from reimbursable agreements between the FAA and other entities that protect US national airspace, national defense, or the FAA National Airspace System (NAS).
