Position Summary: This position will lead and manage the Environmental, Health, and Safety (“EHS”) function at Barr which will include championing safety, health, industrial hygiene, emergency response, PSM, OSHA and behavior-based safety programs and processes. Will also lead, maintain, and enhance environmental compliance programs and processes which will include engaging and maintaining positive relationships with the community, federal, state and local agencies, employees and contractors. Work is performed under the general direction of the EHSQ Director and includes direct responsibility for managing a high-performance work team that drives the EHS continuous improvement plans and builds site culture.


Essential Duties and Responsibilities:

  • Leads, develops, implements, and maintains comprehensive management systems in support of Barr’s environmental, health and safety policies and programs; monitors and evaluates management systems’ effectiveness; recommends appropriate corrective action as required.
  • Ensures compliance with all environmental, health and safety policies and regulatory requirements; keeps up to date with current and pending EHS regulations, legislation, and court cases; advises Barr of regulatory changes with which it must comply and provides sufficient advance notice to assure compliance in a timely manner.
  • Provides technical EHS support and information to Barr; works closely with other Barr managers and employees at all levels of the organization to maintain a safe and healthy work environment.
  • Prepares, reviews and submits applications for renewal, modification, and/or changes to Barr’s environmental permits.
  • Leads and develops effective communications with federal, state and local agencies providing regulations governing Barr’s business.
  • Develops and implements standards to ensure compliance with OSHA Process Safety Management (PSM) and EPA Risk Management Program (RMP) regulations which includes providing technical support for elements such as Consequence Analysis, Mechanical Integrity, Hazard Operability Studies, Training, Hazard Identification and Evaluation Studies, Risk Assessment,
  • Prevention Programs, Emergency Response, etc., managing and coordinating process hazard analysis and incident investigation programs; performing compliance audits using a structured audit protocol; maintaining and updating the RMP as necessary and managing the database for tracking PSM compliance.
  • Provides expert advice, support and assistance to all divisions on how to assess and control process risks in their operations and product lines.
  • Performs, prepares and reviews risk assessment reports on the location of new installations, new products and/or new processes requiring the handling of hazardous materials.
  • Performs hazard and risk assessments to all disciplines within Barr, including due diligence reviews for new acquisitions.
  • Leads and manages the conduct and coordination of accident investigations with particular attention given to the identification of root causes and effective corrective actions; oversees and monitors lost-time injuries/illnesses and Worker's Compensation claims.
  • Prepares written EHS programs and policies; identifies company EHS training needs and assists in developing and coordinating appropriate training programs.
  • With manager, develops annual EHS goals; works with others in the Company to achieve goals; ensures awareness of all employees on their operational and legal EHS responsibilities; interfaces with Operations, Administration, Technical, R&D, and other departments to ensure all EHS regulations are understood, clarified, and implemented.
  • Supports corporate/plant engineering to implement engineering controls to minimize safety and occupational health hazards and ensures compliance with applicable environmental regulations/permits.

  • Performs all work in accordance with Barr’s safety and quality guidelines and procedures; demonstrates clear understanding of these safety and quality objectives.

  • Performs other duties or special projects are required by manager.

Qualifications/Experience:


Bachelor’s degree in Safety Science, Engineering, or related industrial hygiene discipline and at least eight (5) years experience leading and managing EHS activities in a chemical manufacturing environment is required; experience must include at least three (3) years in the facilitation and interpretation of hazard identification / evaluation studies and risk

assessments including experience in evaluating and making risk-based decisions regarding risk mitigation options; CSP certification a plus; experience in lean manufacturing a plus.


Must have excellent understanding of systems safety and hazard / risk analysis processes; excellent knowledge and management of OSHA PSM standards and EPA RMP rules;

knowledge of chemical process industry best practices; excellent organization and follow-up skills; excellent verbal and written communication skills, excellent problem-solving and problem resolution skills, ability to organize and prioritize work assignments; ability to handle multiple priorities in a fast-paced environment; ability to analyze situations and respond in a timely manner; ability to participate in multi-functional teams; ability to establish and maintain effective working relationships within the Barr organization; ability to establish and implement new processes; working knowledge of computer applications including word processing, spreadsheets, charts, graphics and data base.


Work Environment/Physical Demands/Travel:


  • Typical manufacturing environment with loud noise level, high speed equipment and manufacturing processes that utilize flammable, combustible, and toxic chemicals.
  • Ability to sit, stand, walk, reach, climb, stoop, see, talk and hear for extended periods of time.
  • Ability to read, analyze, and interpret technical procedures, government regulations, etc. Ability to prepare and write reports using spreadsheets, charts and graphics; ability to develop and prepare procedure manuals; ability to effectively present information and respond to questions from groups of managers and government agencies.
  • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations; ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems; ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.), in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
  • Ability to occasionally lift up to 10 lbs.
  • Ability to work near moving machinery; work in high precarious places; high exposure to fumes or airborne participles and/or toxic or caustic chemicals; exposure to outdoor weather conditions; limited exposure to risk of electrical shock and vibration; exposure to extreme heat or cold.
  • Some travel will be required.
