Responsibilities:
The Geostationary Earth Orbit (GEO) Ground Project (GP) is a joint NOAA/NASA mission to sustain the ground system for NOAA's flagship Geostationary Operational Environmental Satellites - R Series (GOES-R) weather satellites, and to evolve the ground system to support NOAA’s future Geostationary Extended Observations (GeoXO) weather satellites. The current GOES-R ground system is fully developed and deployed, with three operational satellites and one additional satellite to be launched.
The Deputy Lead Systems Engineer (SE) will be responsible for supporting the Lead SE and the Systems Engineering and Test (SE&T) team in all aspects of coordinating the activities in support of the mission. These include, but are not limited to:
- The Deputy Lead SE ensures that all proposed changes to systems engineering documentation and engineering changes are adequately documented and reviewed before bringing to the official Engineering Change Review Board (ECRB). When delegated by the Lead SE, the Deputy acts as the chairman of the ECRB and shepherds changes through the Configuration Control Board (CCB) process.
- The Deputy Lead SE supports the Contracting Officer (CO) and the Contracting Officer’s Representatives (COR) in providing technical reviews and assessments. This includes reviewing sustainment contractor proposals and generating Technical Assessment Reports (TAR) to assist the CO/COR with contract negotiations.
- The Deputy Lead SE may be responsible for preparing technical specifications and performance work statements for new task orders issued by the GEO GP.
- The Deputy Lead SE supports the Sustainment team in reviewing and assessing potential obsolescence items for impacts and potential implementation paths.
- The Deputy Lead SE works with Project Control to generate and assess cost estimates for defined and potential work.
- The Deputy Lead SE supports the Lead SE in ensuring that the overall ground system, including any architectural changes proposed by the sustainment contractor, continues to comply with baselined requirements and compliance documents including all applicable systems engineering processes and standards.
- The Deputy Lead SE also assists the Lead SE in generation and review of systems engineering process documentation, including the Systems Engineering Management Plan (SEMP) to ensure continued compliance with NOAA and NASA standards, while evolving the processes to adapt to project lifecycle changes, including increasing use of agile methodologies.
This role may require occasional travel to the sustainment contractor facility as well as operational sites such as in Suitland, MD, Wallops Island, VA, and Fairmont, WV. The candidate may also be required to support Government-led testing.
Qualifications:
Required Education and Years of Experience:
- Bachelor of Science plus 10 years of experience in relevant fields (e.g., meteorology, systems engineering, software engineering, computer science, weather science), OR
- Master of Science plus 8 years of experience in relevant fields (e.g., meteorology, systems engineering, software engineering, computer science, weather science), OR
- PhD plus 7 years of experience in relevant fields (e.g., meteorology, systems engineering, software engineering, computer science, weather science).
- Minimum of three years of management experience.
Required Qualifications:
- Familiarity with real-time satellite command and control, data processing, data analysis and distribution systems.
- Experience with gathering, vetting, and writing technical requirements and specifications.
- Experience with configuration management and change management processes and procedures.
- Familiarity with NASA standards and the NASA Systems Engineering lifecycle.
- Experience in multiple facets of systems engineering such as Risk Management, Requirements Management, Verification & Validation, Systems Integration, Process Definition, and/or Specialty Engineering such as Reliability Modeling.
- The candidate must have experience reviewing or writing contract Performance Work Statements (PWS) or Statements of Work (SOW).
Desired Qualifications:
- Experience with application of systems engineering principles to cloud implementations.
- Experience with integrating systems engineering principles with agile development processes.
- Experience working directly with the NASA Systems Engineering lifecycle, though knowledge of NASA processes combined with experience with other models such as DoD can be sufficient.
- Experience with operational NOAA weather satellites.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position
is provided within the posting and
are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
