Under general direction, administers a Local Area Network (LAN) that provides connectivity toa departmental host system; sets up, maintains, and upgrades network operating systemsand application software; maintains the security, integrity, and efficient operation of thenetwork.
DISTINGUISHING CHARACTERISTICS:
The Local Area Network Systems Administrator is primarily responsible for the overalladministration of a County department's Local Area Network (LAN) including, theresponsibility for identifying operating system and application malfunctions and for initiatingcorrective action. The Local Area Network (LAN) Systems Administrator is distinguished fromNetwork Systems Administrator by the latter's responsibility to effectively and efficientlyadminister an integrated system of networks in a multiprotocol Local Area Network (LAN) andWide Area Network (WAN) environment. The Local Area Network Systems Administrator isfurther distinguished from the Senior Information Systems Specialist by the latter's primaryresponsibility to install and maintain hardware and software configurations and to assist withresolving network and system problems.
DUTIES:
Installs, maintains and upgrades the operating system, application software, systemhardware and peripheral devices connected to the local area network.
Troubleshoots and identifies software and/or hardware problems in the network andtakes appropriate action to resolve the problem.
Maintains the security and the integrity of the system; ensures complete systembackups are maintained; oversees the use of workstations; and adds, deletes andmodifies user accounts.
Administers and maintains departmental electronic mail system; adds, deletes andconfigures users.
Manages the performance of the local area network, monitors disk usage, makesrecommendations for improved utilization and collects and maintains systemdocumentation.
Analyzes and evaluates current and future departmental hardware and softwaretechnology to determine the impact on the network to operating systems, software and
hardware equipment; and plans, coordinates and implements approved changes to thelocal area network.
Designs, plans, implements, and supervises the processes and procedures necessaryto insure the successful completion of approved departmental projects; develops bidspecifications; negotiates contracts with outside vendors; and oversees vendor relatedprojects.
Consults with and advises management regarding issues related to the local areanetwork (LAN); makes recommendations as appropriate; and provides input into thedevelopment of the department's budget.
Confers and consults with centralized Information Technology Services on majorinstallations, modifications and/or upgrades to the local area network (LAN) as it affectsthe County's wide area network (WAN).
Analyzes, evaluates, and makes recommendations relative to local area networkpolicies, procedures, and systems.
Provides technical advice to staff and trains staff in the effective and efficient utilizationof the local area network, within department and County-wide policy guidelinesestablished by the Board of Supervisors.
Reads, analyzes, and evaluates, pertinent material in order to stay current with networksystems design, configuration, and administration, trends and technology.
Writes procedures, memoranda, and instructional material; and preparescorrespondence and reports as required.
Acts as liaison with County Departments, public and private agencies related to thelocal area network (LAN) system.
OTHER FUNCTIONS:
Supervises and trains technical staff.
Attends meetings and makes presentations to public and private agencies.
May be required to assist in the administration of a wide area network (WAN).
Performs other related duties as required.
EMPLOYMENT STANDARDS:
Graduation from an accredited college or university with a bachelor's degree in managementinformation systems or computer science AND three (3) years of experience in theadministration, maintenance and or technical support of a local area network (LAN) including,providing connectivity to a departmental host system; setting up, maintaining, and upgradingnetwork operating systems and application software for a department or organization.
OR
Completion of sixty (60) semester or ninety (90) quarter units from an accredited college oruniversity with a concentration in information systems or computer science AND five (5) yearsof experience in the administration, maintenance and or technical support of a local areanetwork (LAN) including, providing connectivity to a departmental host system; setting up,maintaining, and upgrading network operating systems and application software for adepartment or organization.
OR
Completion of one (1) year from an accredited technical or vocational school trainingprogram, in computer technology or computer science AND five (5) years of experience in theadministration maintenance, and or technical support of a local area network (LAN) including,providing connectivity to a departmental host system; setting up, maintaining, and upgradingnetwork operating systems and application software for a department or organization.
OR
Two (2) years of experience as a Senior Information Systems Specialist in the Kern Countyclassification system.
OR
Seven (7) years of increasing responsible experience, with six (6) years of experience in theadministration, maintenance and or technical support of a local area network (LAN) including,providing connectivity to a departmental host system; setting up, maintaining, and upgradingnetwork operating systems and applications software for a department or organization.
Possession of vendor specific certification, such as Novell Certified Netware Engineer (CNE)or Microsoft (MCSE) Certificate is desirable.
Qualifying experience must have been within the last eight (8) years.
ADDITIONAL REQUIREMENTS:
A valid California Class "C" Driver's license is required upon appointment.
Knowledge of:
principals and methods of computer networking; systems troubleshooting principles and practices; network topology; supporting users' needs in a local area network environment including, PC operating systems and software applications; network design concepts; concepts, principles and procedures for local area network architecture and design, and systems and application integration; supervision techniques; project planning and implementation techniques; principles of organization and management.
Ability to:
administer and maintain a local area network; design local area networks based on the analysis of users' needs , existing and emerging technology; develop, coordinate and implement plans for the operation and growth of a local area network; supervise, plan, and train staff; document and manage data; analyze complex work processes and make appropriate recommendations; plan, schedule, and supervise the implementation of complex departmental projects; work independently; use good judgment in the resolution of network related problems; communicate effectively, both verbal and written; follow oral and written instructions; prepare clear, complete, and concise reports; work and communicate well with staff and people of various professional, vocational, and educational backgrounds.
